25/06/2004 :: On behalf of the Norwegian Maritime Directorate (NMD), the Norwegian Embassy in Singapore issues Provisional Certificate of Nationality and signs on seamen for Norwegian-registered vessels.

The conditions that have to be met regarding employing seamen on Norwegian-flagged vessels depend on the crew member's position on board the vessel. As a minimum, all crew members must have;

  • a valid medical certificate issued by NMD’s approved doctors,
  • a national discharge book (and for non-Norwegians; a Norwegian Sea Service Record),
  • a contract of employment with a shipping company,
  • NMD Employment Agreement (1 original + 3 copies),
  • approved basic safety training and specialised security course depending on type of vessel (oil, chemical, gas etc.) in accordance with STCW-95,
  • Employer/Employee Register.

Public muster must be carried out for all employees before commencing service on board Norwegian-flagged vessels (NIS and NOR), either by a Norwegian Embassy/Consulate or by one of the designated employment offices in Norway.

Deck and Engineer officers holding non-Norwegian certificates must apply to NMD for endorsement of their qualification documents.   The embassy accepts applications for endorsement only if the certificates are issued by a country which has entered into a bilateral agreement with Norway.  Norway has currently such agreements with Australia, Brazil, China, Croatia, the Czech Republic, Estonia, the EU, Iceland, India, Latvia, Lithuania, Philippines, Romania, Russia, Poland and Canada.
